Gateway Parks management plan ( including Jamaica Bay Refuge, Fort Tilden, Floyd Bennett Field,Breezy Point , Staten Island Great Kills park , among 9 park units) has been thrown a curve when the decided upon Option B plan was questioned by US Fish & Wildlife Service.
