Gateway mgt Plan comment period

Due to the Federal Govt shutdown, the Oct 2nd is likely extended. So comments are still eligible. See Rob Bate's note:

The Gateway General Management Plan was scheduled to close the period for comments on the plan on Oct 2 but because of the shutdown they will be open for comments when Federal Governemnt reopens.  Please weigh in at that time.

Specifically call for restoration of wetlands and shoreline dunes, 

establishment of qualified JBWR supervisory crew with adequate equipment to patrol and maintain habitat

restrict all access to islands and habitat within the bay especially as regards nest sites

prohibit kite flying, motorized airplanes, wind vehicles and the like from grasslands like FBF

restrict public events and prohibit large scale concerts

We support Alternative C the Environmentally Preferable Plan and object to Alternative B the NPS Preferred Plan
